Do you need a permit to have a yard sale? If so, how much does it cost?

Presently the City does not require a person to have a permit for a yard sale.  No signs should be placed on the City or State right of ways or on telephone poles. The yard sale signs should be removed at the end of the day of the yard sale.

How do I go about submitting a resolution to the city council?

You may submit your Resolution at a Council meeting. Resolutions are normally brought before the legislative body.  There is motion to accept or reject the Resolution. For your information, a Resolution has no binding effect on the city's citzens or on the legislative body.  However, a written Resolution does provide a more formal record of an expression of the legislative body's opinion which is often useful if it is to be conveyed to outside parties.  Council meetings are held on the first and third Tuesday of each month at the Civic Center, 175 Johns Hill Road at 7:30 p.m. 

Does Highland Heights have a leash law, and if so, does it apply to cats? Our neighbor's cats are unwanted guests in our yard and garden...

The City of Highland Heights has an ordinance regulating the keeping or maintaining of dogs and cats in the City. It also has an ordinance prohibiting persons with animals from appearing in public places or upon the property of another, absent that person's consent, without some means of removal of excrement and require persons to in fact remove that animal's excrement. Is a permit required for invisible fence and is form listed under firms?

Yes a permit is required for an invisible fence. The form is listed under forms.You need to complete the Fence Plan Review, the Zoning Application, and the Construction Affidavit and return these to the City Clerk's office. There is a fee required for the applicaton. Call the City Clerk's office at 859-441-8575 for more information.

Where will I need to go to vote in Highland Hgts?

The people a few houses away appears to have a dog that is part Pit Bull. I'm afraid it will get loose and attack someone. Does Highland Heights have a law against this breed, and, if so, what recourse do I have in this situation?

The City does not have a law against pit bull dogs.  It does have an ordinance #01-98 pertaining to a person owning or having or having the care of a vicious dog.  The ordinance also  addresses the definition of a vicious dog   Please submit your name and address  and I will mail you a copy of this ordinance o stop by the office and review the ordinance.

How, if i wanted to, would i go about running for city council? and when would i declare for such?

To run for City Council, you must be 21 years of age, a resident of the City of Highland Heights for one year, a qualified voter in the City of Highland Heights, and must reside in the City of Highland Heights throughout your term of office.  There is paperwork which must be completed. You may obtain the paper paperwork at the office of Voter Registration. There is a filing fee that is charged. The office is located in the Newport Courthouse at 4th & York Street, Room 2A., Newport, Kentucky.  For more information, please call the office of Voter Registration at 859-292-3885.

When I receive my real estate tax bill and I have my taxes escrowed at the mortgage company, do I pay the tax bill?

No. Please do not pay the real estate tax bill. Forward the bill onto your mortgage company for payment. 

Is trash collected on holidays?

Collections shall be made on all holidays except Christmas day and New Years day. When collection day falls on these holidays it will be picked on the next day after the holiday.

When and where do I put out my trashcans and recyclables for collection and when do I have to bring them back?

According to City Ordinance #11-2003 Section III (b):  Private receptacles and recyclable containers shall be placed at the curb of the individual premises for collection no earlier than noon the day before the regular weekly collection occurs and returned to the premises by midnight on the day of collection.

What is the procedure for attending a Council meeting and speaking?

Call the City Clerk to have your name and address placed on the agenda.  At the appropriate time the Mayor will recognize you to speak. It is helpful to let the City Clerk know what you want to address.  Groups or delegations (4 or 5) who wish to be heard are asked to appoint a single person. Comments should be kept brief.

How do I obtain a copy of an ordinance?

Once the ordinance has been adopted, you may either call or stop by the Clerk’s office and request to read the adopted minutes.  If you want a copy of the minutes, there is a 10 cent charge for each page. 

If you are requesting either an ordinance or minutes that may be time consuming to locate, you will need to submit an Open Records Request.   The City Clerk will assist you with this form.

How can I make an appointment with the Mayor or a Councilmember?

Call the City Clerk who will assist you with an appointment that meets their individual schedules.

When is the trash collected in the City and what date is it not collected?

According to the terms of the City’s contract with its current collector (Rumpke) all collections shall be collected on each Tuesday of the month.  The time of collections shall be made between 7:00 a.m. and 6:00 p.m. unless the contractor has been given permission in advance and in writing by the Mayor.

When are your regular Council meetings?

1st & 3rd Tuesday of each month at 7:30 p.m. at City Building in Council Chamber
