The City of Highland Heights has an ordinance regulating the keeping or maintaining of dogs and cats in the City. It also has an ordinance prohibiting persons with animals from appearing in public places or upon the property of another, absent that person's consent, without some means of removal of excrement and require persons to in fact remove that animal's excrement.
